Heat oil in big pot. Add beef, salt, pepper. Cook till brown, breaking it up.

Put in onion and garlic. Cook 2-3 minutes till soft.

Add cabbage, carrots, sauce, broth, rice, bay leaf, sugar. Mix well.

Let bubble gentle. Cover and cook 25 minutes till rice is soft.

Take out bay leaf. Sprinkle parsley on top.
