Preheat oven to 400°F. Line baking sheet with foil and spray with cooking spray. Arrange Saltines on sheet. Mix sugar and cinnamon in bowl.

Boil butter and brown sugar in saucepan for 5 minutes, stirring constantly. Remove from heat, add vanilla and salt.

Pour toffee mixture over crackers. Spread evenly to cover all crackers.

Bake 5 minutes. Rearrange crackers if needed. Do not touch hot toffee.

Sprinkle white chocolate chips over hot toffee. Let melt, then spread. Return to oven 1 minute if needed for melting.

Sprinkle with cinnamon sugar mixture. Let set 1 hour before breaking apart.
