Preheat your oven to 350°F (175°C). Line a cookie sheet with parchment paper or a non-stick silicone baking mat.

Separate the green, orange, and purple M&M's into a small bowl for later use.

In a mixing bowl, sift together the flour, baking soda, salt, and cocoa powder. Set aside.

In another mixing bowl, use an electric mixer to cream the butter and both sugars together until light and fluffy.

Add the eggs and vanilla to the butter-sugar mixture, continuing to mix until well combined.

Gradually add the dry ingredients into the wet ingredients, mixing as you go until everything is well combined.

Stir about half of the M&M's into the dough.

Form the dough into balls, about 2 inches in size, and press the remaining M&M's onto each cookie dough ball.

Bake the cookies for 9-11 minutes, or until the edges are set. Remove from the oven and allow them to cool slightly on the cookie sheet before transferring to a wire rack to cool completely.

To make the frosting, microwave the white frosting in a microwave-safe bowl for 15 seconds to soften. Stir in the neon green gel food coloring until you reach the desired color.

Using a flavor injector, fill the cookies with frosting by poking the side of each cookie and injecting the frosting until the top cracks.
