Slowly whisk in the milk, continuing to stir for 3-5 minutes until the mixture thickens.

Lower the heat and stir in the mozzarella cheese until fully melted, then set aside and keep warm.

In a large skillet, heat 2 tablespoons of oil over medium heat. Add the shaved steak and season with garlic powder, onion powder, and salt. Cook for 5-7 minutes until the steak is browned and cooked through.

Cook the fries according to package instructions or fry them in oil until golden and crispy.

To assemble, spread the fries on a serving dish, top with some of the steak and drizzle the cheese sauce over. Repeat layers as desired, and garnish with chopped green onions.
