Preheat oven to 350°F. Line baking dish with foil.

Melt butter, cook shallots until soft. Add garlic, herbs, cook 30 seconds. Mix in flour, cook 1 minute. Gradually whisk in milk until thickened. Add cream, seasonings, 1 cup each cheese. Keep warm.

Peel and slice 1/8 inch thick. Stack neatly for easy assembly.

Pour half sauce in dish. Layer potato slices in fan pattern. Cover with remaining sauce. Wrap tightly with foil.

Bake 60-75 minutes until tender. Top with remaining cheese. Broil 5-8 minutes until golden. Cool 30 minutes before serving.
