Cook the pasta according to the package directions and drain.

Preheat the oven to 375°F (190°C) and grease a 9×13-inch baking dish.

In a large skillet, brown and chop the ground beef while seasoning with garlic powder, salt, and pepper.

Add the cooked pasta, tomato soup, water, and half of the cheese to the skillet with the browned beef. Stir and cook for 2-3 minutes over medium heat.

Pour the mixture into the prepared baking dish and top with the remaining cheese.

Cover the dish with foil and bake for 20 minutes. Uncover and bake for an additional 10 minutes. Optionally, broil for the last 2-3 minutes to brown the cheese.

Serve immediately and store leftovers in the fridge for up to 3 days.
